slight miscalculation

perhaps the sign was ordered in cm and produced in inches instead....or even feet!
or perhaps the road ended up smaller than intended.
or perhaps they decided that the speed limit shouldn't be 70 but 35, and instead of having a new sign made they just split the sign board in half.
